00700	A Declaration of Intention to set up an interdepartmental PhD program
00800	for Jorge Morales has recently been submitted to the Stanford
00900	Committee on Graduate Studies.  The proposed Principal Advisor, David
01000	Luckham, is not a member of the Academic Council, contrary to existing
01100	policy.  He is, nevertheless, well qualified to perform this function,
01200	as suggested by the enclosed biography.  I believe that he should be
01300	granted this privilege, assuming that the student meets
01400	acceptance criteria (I have no direct knowledge of the latter's
01500	qualifications).

01700	Luckham is a Research Computer Scientist in the Stanford Artificial
01800	Intelligence Laboratory.  An earlier student of his, Jack Buchanan,
01900	is finishing his PhD in Computer Science and has accepted a faculty
02000	position at Carnegie-Mellon.

02200	When I spoke to you, I advocated not only granting permission in this
02300	case, but establishing an interdepartmental list of qualified
02400	research staff advisors so that this question need not be considered
02500	afresh each time a student appears.  I have since concluded that this
02600	privilege and others  ought to be conferred automatically on certain
02700	positions in a restructured research staff hierarchy.  
02800	The Committee on Research, of which I am a member, appears to be an appropriate
02900	group to consider this question so I have introduced it there.  I
